Why can't I play with a line 4-2-1-3? I want to play with 2 medians and 1 central midfielder. I don't understand why you can't select ... 
Unfortunately, you can't choose such formation. It is like 40204 or similar other formations.
In Whisper medians counter playmakers, so they don't usually set-up. If you'd have just 1 Cc, you'd be annihilated by the opponent's midfield.
If you really want to counter so hard playmakers keeping 3 strickers, i suggest you to try something like 32203.
